Thomas L. Sparks is a shareholder based in the Lansing office. He is a graduate of Oakland University (B.A., 1970), Michigan State University (M.B.A., 1983), and the University of Detroit (J.D., 1975).
From 1975 through 1988, Mr. Sparks served as an Assistant Attorney General for the State of Michigan where he represented and litigated matters for state agencies governed by the Michigan Public Health Code including the Michigan Board of Pharmacy, the Michigan Board of Medicine, the Osteopathic Board of Medicine and Surgery and the Board of Nursing. His practice includes health professional licensing, administrative litigation, regulatory compliance, medical staff and third party credentialing, Medicare Medicaid fraud and abuse, professional peer review, pharmacy and institutional licensing, and DEA compliance. Mr. Sparks represents state and national associations for healthcare practitioners. He has lectured at the Michigan State Bar Annual Health Care Law Seminar, the Michigan Pharmacist Association, the Michigan State Medical Society, and the American Academy of Physician Assistants. He has represented individual pharmacists, independent pharmacies, pharmacy chains and franchisors and wholesale distributors. Mr. Sparks serves as a fair hearing officer in medical staff issues.
Mr. Sparks has been appointed and served as a Special Assistant Attorney General for provider reimbursement matters. He is admitted to the U.S. Supreme Court, and the U.S. District Court, Eastern and Western Districts of Michigan. Mr. Sparks is past Chair of the Administrative Law Council of the State Bar of Michigan, and past Chair of the Ingham County Bar Association Health Law Section. He is also a member of the National Health Lawyers Association.
Mr. Sparks is a frequent lecturer on the business and regulation of health care providers and served on the Governor's Prescription Abuse Data Synthesis Committee. He is a co-author of Judicial Review of Administrative Decisions.
