Holland & Hart LLP
Scott Scherer expertly represents clients primarily in the area of regulatory and administrative law with special emphasis on gaming regulatory matters and legislative affairs.
For over 30 years, I have assisted clients in every aspect of the gaming regulatory process. In addition to my many years advising private clients, I have been a Supervising Deputy Attorney General in the Gaming Division of the Nevada Attorney General's Office (counsel to the Nevada Gaming Control Board and Nevada Gaming Commission), a member of the Nevada State Assembly and its Judiciary Committee (the committee with jurisdiction over most gaming bills in Nevada), Associate General Counsel and Executive Director of International Game Technology, General Counsel and then Chief of Staff for Governor Kenny C. Guinn, and a member of the State Gaming Control Board.
Clients appreciate the fact that I have seen the gaming regulatory process from every angle and bring a business-oriented approach to the representation, working to find solutions to problems rather than creating conflict. My longstanding relationships with many of the key players in the gaming industry, both on the business and regulatory side, help me ensure a client’s ideas and issues are presented to the right people and in ways that give them the greatest chance of success.
I have served as counsel for or a member of compliance committees for a number of different gaming companies and advises companies on ways to maintain compliance with applicable gaming laws and resolve compliance issues in practical, cost-effective ways.
Many clients ask me to help with purchase agreements, leases, licensing agreements and other gaming related transactions. I help get new gaming projects open, new transactions completed or new lines of business operating and generating revenue as expeditiously and cost-effectively as possible.
I have assisted various clients with strategies for development, licensing and implementation of new technology. With rapidly changing technologies, regulations and technical standards, I understand the overall framework into which these changes fit so that I can help clients get new technologies approved even where the regulations and standards have not kept pace with technology.
