Robert C. Barclay IV attended the University of Virginia
(B.A. 1982) and (J.D. 1986). From 1986 to 1991 he served as an officer in the
United States Navy Judge Advocate General’s Corps. He entered private practice
in the City of Portsmouth in 1991 and joined Cooper, Spong & Davis in 1993.
He has an AV rating with Martindale-Hubbell. Mr. Barclay practices primarily in
the areas of commercial and residential real estate, including representation
of purchasers and sellers of real property, commercial lenders, property
managers, and the negotiation and drafting of lease agreements. He also
maintains a significant land use and zoning practice, representing clients
before local governing bodies. Mr. Barclay is licensed to practice in Virginia
and is a member of the Virginia Bar Association, the Portsmouth Bar
Association, and the Suffolk Bar Association. He was a former member of the
Suffolk City Council and represented the Sleepy Hole Borough. He has also
served as Vice Chairman of the Virginia Port Authority, Chairman of the
Portsmouth Planning Commission, Representative for the 3rd Judicial Circuit on
the Virginia State Bar Council, President of the Virginia Real Estate Attorneys
League and as an Area Representative for the Real Property Section of the
Virginia State Bar. He has provided continuing legal education lectures on
various real estate related topics for the Virginia Law Foundation and other
groups. He was the past Chairman of the Board of the Economic Development of the
City of Suffolk. He has been selected by Virginia Business Magazine for
inclusion on its list of “Super Lawyers” in Virginia. Mr. Barclay attends St.
John’s Episcopal Church in Portsmouth and is active in many civic, business and
community groups. His wife Bonnie is a nurse practitioner and they have two
children: Cole and Hugh.
