Patrick Healy focuses his practice on complex transactions and regulatory compliance affecting a wide range of health industry participants, including nonprofit and for-profit health systems, hospitals and physician organizations, academic medical centers, faculty practice plans and accountable care organizations (ACOs). Patrick routinely provides transactional representation to such clients in connection with strategic affiliations, physician-hospital alignments, mergers, equity and asset acquisitions, joint ventures and other transactional matters.
Patrick also advises clients on the formation and operation of ACOs, including commercial-only ACOs and those participating in the Medicare Shared Savings, Pioneer ACO and Next Generation ACO programs. Patrick recently authored the American Health Lawyers’ Association’s Medicare ACO Participation Waiver of Fraud and Abuse Laws: How It Works and Why ACOs Should Use It.
Patrick concentrates his regulatory practice on compliance with federal fraud and abuse laws, including Stark, obtaining and maintaining federal tax-exempt status, nonprofit governance, compliance with the corporate practice of medicine prohibition, and general corporate matters.
While in law school, Patrick was a member of the student editorial board of The Tax Lawyer, the only student-edited law journal published jointly with the American Bar Association. He also was a research assistant in the O’Neill Institute for National and Global Health Law. Prior to law school, Patrick was the senior research assistant for health policy in the Economic Studies Program at The Brookings Institution, a Washington, DC think tank consistently ranked as the most influential in the world. Patrick earned his Master of Science degree in Health Economics with merit from the London School of Economics and Political Science.
