Mr. Phalen practices in the areas of land use, real estate development and local government affairs with a specialization in land transactions that involve government lands, primarily those owned by the Arizona State Land Department. He represents national and local businesses and individuals on land use issues including rezoning applications, general plan amendments, development agreements, annexation proposals, and infrastructure and impact fee issues before municipalities and counties throughout the state. Highly experienced in public land issues, a significant amount of his practice centers on representing clients seeking to purchase, lease, entitle or acquire easements over land owned by government entities. Mr. Phalen formerly served as an Assistant Attorney General in the Land and Natural Resources Section of the Arizona Attorney General’s Office and as the Planning Director at the Arizona State Land Department where he managed the Department’s land entitlement activities and interfaced with elected officials and planning and development staff in cities and counties around the state.
