John DeTore serves as Administrative Chairman of Rubin and Rudman’s Executive Committee and leader of the Energy Practice Group. John’s practice focuses on representing large energy companies before regulatory agencies and courts throughout New England and in New York.
His representations include more than twenty major energy projects involving billions of dollars in Massachusetts, Connecticut and New York, including eleven cases before the Massachusetts Supreme Judicial Court.
John represented the first three power plant projects to be permitted by the Massachusetts Energy Facilities Siting Board (EFSB) and the first merchant power plant to be licensed in Massachusetts. He was successful in modifying the EFSB’s standards to meet the needs of these types of facilities.
Additionally, John has assisted an emergency generation facility in achieving all necessary approvals in time to be in service to help prevent severe blackouts in southeastern Connecticut.On an ongoing basis, John represents competitive suppliers in both formal proceedings and informal settlement processes. He also serves as counsel to a large, well-known higher education institution in the Boston area in connection with various energy issues including defense against imposition by the Massachusetts Department of Public Utilities of an onerous fee relating to a new general facility.
