Roderic L. Woodson is a partner in Washington, D.C., where he engages an administrative, regulatory and legislative practice with a focus upon D.C. municipal law issues.
Mr. Woodson provides advice and representation to clients with matters pending before the executive departments, the city council, and administrative bodies of the District of Columbia on business and regulatory issues. In this regard, he has also assisted in drafting a number of legislative and regulatory initiatives which have been enacted or adopted by the District of Columbia on a variety of subjects including construction labor, business & economic development, health care, taxation & business regulation, public utilities, securities, alcoholic beverage control, telecommunications, and various subjects of administrative regulation. Mr. Woodson has acted as sponsor counsel for tax increment financing transactions, as well as borrower counsel for revenue bond conduit financings. He also regularly provides advice and counsel to participants in the health care industry on a number of legislative, regulatory, and policy issues; to the real estate and building construction industries and related businesses on local legal, legislative, and policy issues, including certified business enterprise, first source employment, apprenticeship training, and workforce development requirements and initiatives; and, to businesses licensed by the DC Alcoholic Beverage Control Board on regulatory, legislative and policy matters.
A former member of the corporation finance staff of the US Securities & Exchange Commission, Mr. Woodson was the first general counsel of the District of Columbia Housing Finance Agency. He has been legal adviser to the District of Columbia Public Service Commission, and legal counsel to the District's Office of the People's Counsel in electric utility rate-making proceedings; land use counsel for a regional real estate developer; local counsel for a southern-based real estate company; real property tax assessment litigation counsel; and has appeared before all major regulatory agencies and judicial tribunals of the District of Columbia. In the community, Mr. Woodson is a member and past-Chairman of the Board of the YMCA of Metropolitan Washington; a member of the Board of Directors, Chairman of the Governance Committee, and member of the Physician Advisory Committee, all of Providence Hospital; legal counsel to the DC Students Construction Trades Foundation, and co-founder of the Academy of Construction & Design; a former member of the Board of Directors, and former member of the Executive Committee, former Chairman of the Government & Legislative Affairs Committee, and current Chairman of the Political Action Committee of the DC Building Industry Association; a member of the Board of Directors of the DC Hospital Association; a member of the DC Insurance Advisory Committee; a member of the Office of the Attorney General Advisory Committee; and a member of the DC Business Coalition;. Mr. Woodson was formerly a member of the Board of Directors, Executive Committee & Co-Chair of the Workforce Development Committee of the DC Chamber of Commerce; former Chairman of the DC Alcoholic Beverage Control Board; a former member of Board of Directors and Executive Committee of the DC Appleseed Center for Law and Justice; first Chairman of the Advisory Committee of the DC Office of Administrative Hearings; a former member of the DC Securities Advisory Committee; and former Co-Chair of the DC Political Action Committee of the Greater Washington Board of Trade. Mr. Woodson was also formerly Chairman of the Judicial Evaluation Committee, Co-Chair of the DC Affairs Section, and a member of the Continuing Legal Education Committee, all of the DC Bar; former member and a founding Director of the Progressive Life Center; former member, the Abramson Memorial Foundation, and the Shuker Memorial Foundation; former Secretary and member of the Board of Directors of the Washington Bar Association; former member of the Executive Board and National Council of the Penn State Alumni Association; a former member of the Board of Directors of United Bank, the Trustee Board for the Arena Stage of Washington, DC, and Past-President of the Howard Law Alumni Association of Greater Washington. He is a fifty+ year member of Kappa Alpha Psi Fraternity and a member of the Leadership Greater Washington, Class of 2004. Mr. Woodson received his bachelor's degree in 1969 from Penn State University and his law degree in 1973 from the Howard University School of Law. He is admitted to practice in the District of Columbia, Georgia, and Pennsylvania, and holds an "AV" rating from Martindale-Hubble (the highest rating assigned).
