Norman A. Thomas conducts appellate litigation across the spectrum of subject matters, primarily in the Virginia Supreme Court, Virginia Court of Appeals, U.S. Court of Appeals for the Fourth Circuit, and the Virginia State Corporation Commission. He founded his solo practice firm, Norman A. Thomas, PLLC, in March 2014.
Norman graduated from the the Marshall-Wythe School of Law at the College of William and Mary in May 1981. In 1978, he received his Bachelor of Arts, with Distinction, from the University of Virginia, where he double-majored in Government and Economics. Norman commenced law practice as a member of the Virginia Bar in June 1981, and devoted over thirty years of his legal career to public service. Since 1988, Norman has been a member of the Bar of the Supreme Court of the United States. His selections for Best Lawyers in America in Appellate Law are a great honor. Norman is AV-rated with Martindale-Hubbell, is recognized by Super Lawyers for Appellate Law, and is a consistent selection for Virginia Business Magazine's "Legal Elite" in Appellate Law, and for Virginia Coastal Magazine's "Top Lawyers" in Appellate Law. He is an active member in leadership positions with the Virginia Trial Lawyers Association and the Virginia Bar Association.
