Meghan M. Cosgrove is a partner in the firm’s Health Law practice, where she focuses on compliance with healthcare fraud and abuse laws as well as issues related to the Medicare program. She represents hospitals, physicians, and other healthcare providers and suppliers on a wide range of matters, including: the Stark Law; the Anti-Kickback Statute; the Civil Monetary Penalties Law; the Emergency Medical Treatment and Labor Act; Graduate Medical Education issues; the 340B Pharmacy Program; diagnostic testing issues; the Health Insurance Portability and Accountability Act; and clinical trials. Meghan is frequently called upon to advise clients on potential compliance issues related to the structuring of affiliations, joint ventures, and other business transactions. She also works collaboratively with the litigation department in defending clients against healthcare fraud and abuse lawsuits and investigations including the review and negotiation of settlements involving the Department of Justice, the Office of Inspector General, and the Centers for Medicare and Medicaid Services.
Prior to joining the firm, Meghan served at the Centers for Medicare and Medicaid Services (CMS) in Boston and in Baltimore, Maryland as a Health Insurance Specialist in the Division of Medicare Financial Management and the Division of Technical Payment Policy, respectively. During her tenure at CMS, she worked on the Stark Law Phase III regulations, the Specialty Hospital Report to Congress, the EMTALA Technical Advisory Group Report, the Compliance Effectiveness Pilot project, as well as Medicare reimbursement and coverage issues.
