Paul Trouche has more than 30 years’ experience in public finance.
As bond counsel, Mr. Trouche guides state and local governmental bond issues. For example, he has represented a public utility in issuing more than $5 billion of revenue bonds.
As underwriter’s counsel, he has represented banks and investment bankers on a wide variety of negotiated bond issues.
As advisor to public bodies on innovative financing alternatives, he finds solutions to capital needs with vehicles such as tax-increment financing, municipal-improvement districts, impact fees, special assessment bonds, franchise and hospitality fees, intergovernmental agreements and public/private partnerships.
A life-long resident of Charleston, Mr. Trouche is president of the Board of Managers of the South Carolina Historical Society, past president of the Palmetto Society, and past chairman of the Commissioners of Pilotage.
Mr. Trouche has conversational ability in German, Spanish, French, and Portuguese.
