Jeff practices in the areas of health care law and employee benefits. In his health care law practice, Jeff works with health care providers and facilities of all types and sizes in matters such as regulatory compliance, corporate governance, fraud and abuse, and business transactions. Jeff regularly advises clients on the numerous laws and regulations affecting health care providers, including the Stark law, the anti-kickback statute, Medicare, Medicaid and HIPAA.
In his employee benefits practice, Jeff works with employers of all sizes to design and implement retirement and welfare benefit plans, including 401(k) plans, executive compensation plans, cafeteria plans, self-insured major medical plans, HRAs and HSAs.
Jeff is a member of the American Health Lawyers Association, past president of the Eugene-Springfield Tax Association, and past treasurer of the City Club of Eugene.
Jeff was born in Chicago and raised in Eugene. He worked as a software engineer before obtaining a law degree from the University of Texas, where he was an associate editor of the Texas Law Review. Jeff joined Hershner Hunter in 1996 after serving as a judicial clerk for the U.S. Court of Appeals for the Fifth Circuit. He is married with two children. He plays various sports, bikes, hikes and is learning to play the piano.
